A hollow right circular cone has a height which is three times its radius. If the cone’s circular base is set on a table and the cone is filled with water so that the height of the water is two-thirds the height of the cone, then what is the ratio of the volume of the water to the volume of the cone? Express your answer as a decimal rounded to the nearest hundredth.
